The perimeter of the Masterplan OUC Mooca Vila Carioca is part of the central portion of the metropolitan area, located between the city of Sao Paulo and the ABC region, being structured by the axes of Tamanduateí River, Estado Avenue and the CPTM Train Line 10.

The region has unique characteristics that must be considered in the transformation plan. The huge industrial park settled in this territory, strictly connected to the railroad, generate a particular urban pattern: large blocks, road system discontinuity, underused areas, poor drainage and low population densities.

The profile of currently installed economic activities and the ongoing productive restructuring process are also important factors to guide the planning, wich should pursue the harmonize of the existing and desired uses, in order to create a positive synergy between them and consolidate the area as a metropolitan centrality.

The transformation of this region with a new, intense, rational and diversified occupation should be carefully planned through an urban project wich explore its full potential and existing infrastructure, guiding its growth to be compatible with the expected changes for the entire city.
